East Bend ELF

R.B. Jergens successfully completed the East Bend East CCR Landfill Closure project for Duke Energy during the 2022 – 2023 construction seasons. This project required stripping of existing temporary cover materials, construction of subgrades incorporating a 0.5% slope to drain, installation of +/- 63 acres of double layer capping geosynthetics, installation of subsurface drainage controls, installation of cover soils, installation of +/- 7 acres of hydroturf / hydrobinder downchutes, and construction of the new permanent haul road. This project required tight coordination with the CCR hauling contractor, as the East CCR Landfill was roughly 70% filled when capping activities began. RBJ developed the sequencing plan to work around filling activities and complete the project safely and on time.

RBJ’s dedicated survey crew worked with the project engineer to develop the final subgrade plan in accordance with asbuilt conditions evolving over the course of the project. RBJ’s in house survey team also handled all certification surveying for the project, limiting downtime between imperative grade verification steps.

RBJ utilized our significant fleet of owned equipment, our extensive and proven experience with Landfill / CCR construction, and our highly skilled managerial and field support personnel to overcome the numerous challenges presented by this project.
